I have the honour to forward herewith for Your

Excellency's information the translation of a telegram which has

been published in the Chinese press as sent by the Governor

General, Canton, to the Ch'iu Chau Tactai, ordering the latter

to take similar steps at Swatow to those taken at Canton together

with a copy of a notice which has been posted at Kongmun by the

Kwong Un General Office.

It would appear that unless immediate steps are taken

to prevent it the Viceroy will make this tax effective throughout

the whole province.
